What are countries saying about Myanmar at the UN HRC?

Analysis of statements made by countries about Myanmar at the United Nations Human Rights Council

Which countries are more vocal on the issue of Myanmar at the UN HRC, which are not? What kind of actions are called for, by which countries? What are concrete issues countries are concerned about? Answers to these questions will help stakeholders identify strategic advocacy targets, e.g. countries to approach or issues to raise.

However, it is not an easy task to read and analyse each statement presented by States at the HRC.

For this reason, the Centre has analysed country statements about Myanmar at the HRC and developed an easy-to-use tool for stakeholders for their advocacy, in which results and findings of Centre's analysis are visualised and highlighted in the Tableau maps and graphs as well as finding papers below. Overview of this tool can also be found in our factsheet.

As each map and graph in the Tableau has different focuses and features, what they present and how they can be interpreted and used for advocacy are explained in our advocacy tips

Process

The HRC convened its 29th special session on Myanmar immediately after the coup in February 2021. Since then, Myanmar has been on its agenda at every regular session. In order for stakeholders to advocate for more effective and decisive actions by the HRC, it is useful to understand the political discussions behind the Council's action (or inaction).

Statements presented by countries during the 29th special session of the HRC in February 2021 and during Interactive Dialogues and Panel Discussions focusing on Myanmar at its regular sessions since then are analysed. The results of the analysis are recorded in a database that highlights various key elements of each statement, which are further visualised in maps and infographics with Tableau. In addition, key findings are also highlighted in separate papers.
