Overview of the 137th Session of the Human Rights Committee (27 February 2023 - 24 March 2023)

The Committee reviewed six countries on the application of the ICCPR. The review of Sri Lanka, previously postponed twice, finally took place.

State reviews of six countries and adoption of LOIs
The Human Rights Committee conducted six reviews of periodic reports and adopted Concluding observations on the fifth report of Egypt, the third report of Turkmenistan, the fourth report of Zambia, the sixth report of Peru, the sixth report of Sri Lanka, and the fourth report of Panama.
The Committee also adopted the List of Issues in relation to Namibia, Serbia, Syrian Arab Republic, and the List of issues prior to reporting of Kazakhstan.
New chair and members of the Committee
On the first day of the session, Tania Abdo Rocholl was elected as the new Chair of the Committee, replacing Photini Pazartzis. José Santos Pais and Changrok Soh were elected as Vice Presidents, while the decision of electing the Special Rapporteurs was postponed.
Moreover, this was the first session for new seven Committee members, them being Farid Ahmadov, Rodrigo A. Carazo, Yvonne Donders, Laurence R. Helfner, Bacre Waly Ndiaye, Tijana Šurlan, and Koji Teraya.
Follow-up to Concluding Observations and Views
The Committee adopted a report on Follow-up to Concluding Observations concerning Belarus, Estonia, The Netherlands, and Tajikistan.

Decisions adopted on Individual communications
The Committee adopted X decisions on individual communications concerning issues like ... among others. From these, X were declared inadmissible, X were discontinued, and X were decided on merits.
