Overview of the 135th Session of the Human Rights Committee (27 June - 27 July, 2022)

The Committee reviewed six countries on the application of the ICCPR, while the dialogue with the Russian delegation was postponed once again.
From 27 June to 27 July, 2022, the Human Rights Committee held its 135th session in Palais Wilson, Geneva.
State reviews of six countries and adoption of LOIs
The Human Rights Committee held dialogues with six State delegations and adopted Concluding observations on the fourth report of Luxembourg, the sixth report of Uruguay, the fifth report of Ireland, the fifth report of Georgia, the fourth report of Hong Kong (China), and the second report of Macao (China).
The Committee also adopted the List of Issues in relation to the State reports of Colombia, the State of Palestine and Uganda.
Review of Russian Federation postponed for the second time
The review of the eighth report of Russia, which was scheduled for the previous session of the Committee, has been postponed again. Despite the delegation’s absence, the briefings for civil society still took place, and they shared information regarding violations of freedom of assembly and expression in Russia interconnected with the war in Ukraine.
The Committee postponed the review of the Russian Federation for its 136th session, which will take place in October, 2022.
Follow-up to Concluding Observations and Views
The Committee adopted a report on Follow-up to Concluding Observations concerning Bahrain, El Salvador, Lithuania, and Romania.

Decisions adopted on Individual communications
The Committee adopted 64 decisions on individual communications concerning issues like climate change, political rights, and life imprisionment, among others. From these, 6 were declared inadmissible, 14 were discontinued, and 44 were decided on merits.
Regarding the cases which were decided on the merits, the Committee found:
