States elected 9 Committee members for the 2023-2026 term

On 17 June 2022, State parties to ICCPR elected 9 members of the Human Rights Committee, including seven new members and two reelected.

On 17 June 2022, at the 39th meeting of State parties to ICCPR, the election was carried out for the position of 9 members whose term will expire on 31 December 2022.

The follwoing candidates were elected :

Mr. Rodrigo A. CARAZO (Costa Rica)

Ms. Yvonne DONDERS (The Netherlands)

Mr. Laurence R. HELFER (United States of America)

Mr. Bacre Waly NDIAYE (Senegal)

Mr. Hernán QUEZADA CABRERA (Chile)

Ms. Tijana ŠURLAN (Serbia)

Mr. Koji TERAYA (Japan)

Ms. Hélène TIGROUDJA (France)

The CCPR Centre commends and thanks the elected candidates, as well as those who were not elected, for their commitment and participation in the elections.

With these election results, the Human Rights Committee’s composition for the period 2023-26 will now include (in comparison to the current composition):

Geographical representation:

  • Africa: 5 members (-1)
  • Asia-Pacific 2 members (=)
  • Eastern Europe 2 members (=)
  • GRULAC: 3 members (=)

173 States who are the parties to the Covenant were informed of the election for the 9 members in advance and invited to nominate their candidates by 6 April 2022.

CCPR Centre’s support to the work of the Committee

The Centre looks forward to continuing its collaboration with the Committee members that have renewed their mandates as well as those newly elected.

In these challenging times, characterized by an increased backlash against civil liberties around the globe, the work of the Human Rights Committee is more essential than ever. The Centre remains committed to facilitating the work of the Committee, in line with its long-term strategy and engagement to ensure that recommendations aimed at improving the civil and political rights are respected and implemented by all applicable national stakeholders.

The Committee’s composition

The Human Rights Committee is composed of 18 independent experts. The members of the Committee are nominated and elected by State parties to ICCPR to serve a term of four years, which can be renewed, if re-elected.

The election of the members takes place every two years for 9 seats at one time (of total 18). State parties are requested to nominate and elect independent experts of recognized competence in human rights and give due consideration to equitable geographical distribution, representation of different legal systems, gender balance and participation of experts with disabilities among others. Members serve in their personal capacity.
