According to the Victim or his/her Counsel:
The State has taken the position that there are no legal grounds for nullifying the authors' convictions, unless new legislation is enacted, which has not been done. It has not explored other means of expunging the authors' criminal records and providing compensation. Provision for conscientious objection has not been introduced as the State maintains that the security situation and public opinion justify the retention of compulsory military service. An appeal to the Constitutional Court on this issue is pending. The Committee's decision was published in the original and in Korean and a summary was made available via major news and broadcasting agencies.
