Recommendations

Under article 2 (3) (a) of the Covenant, the State party is under an obligation to provide the authors with an effective remedy. This requires that full reparation should be made to the individuals whose Covenant rights have been violated.

The State party is obliged inter alia to:

(a) locate the missing banners and, where possible, return them or provide the authors with information on what happened to them;

(b) make a public acknowledgement of the violation of their rights in accordance with the present Views; and

(c) adopt any other appropriate measure of satisfaction.

The State party is also under an obligation to take the necessary measures to ensure that such violations are not repeated in the future.
