A multi-stakeholder meeting to counter the reintroduction of death penalty

15 December 2019 will mark the 30th anniversary of the adoption of the Second Optional Protocol to the International Covenant on Civil and Political Rights (OP2 to the ICCPR). OP2 represents the international commitment to abolish death penalty as this embodies a threat to the right to life.

On 24 October 2019, the World Coalition Against the Death Penalty and CCPR-Centre organized a multi-stakeholder meeting at Palais Wilson in Geneva, where representatives of civil society, members of the Human Rights Committee and the group of abolitionist States called “Friends of the Protocol” gathered with the view to strengthening the international adherence to OP2. Another aim of this meeting was to develop strategies to combat the reintroduction of the death penalty, which is being proposed in some countries.

The event opened with a briefing on the current situation in the Philippines, with a worrying political climate where most Parliament members are in favor of a bill that reintroduces death penalty for drug-related crimes. 

The Vice Chair of the Human Rights Committee stressed the importance of the General Comment No. 36 on the right to life as best practice standard on the issue. Finally, the States briefed the participants on the recent resolution 42/24 with reference to General Comment No. 36.

The meeting served as a platform to share and disseminate knowledge, but more importantly as a forum to develop strategies for a universal abolition of death penalty. Upcoming events towards this end were also anticipated, such as a strategic meeting in Manila between the World Coalition Against Death Penalty, CHR Philippines and civil society; and the review in 2020 by both the Human Rights Committee and the Human Rights Council on the situation of Philippines.
