State reviews of Chile, Guyana, Indonesia, Namibia, Serbia, Somalia, and United Kingdom of Great Britain and Northern Ireland

The 140th session of the Human Rights Committee will be held from 4 to 28 March 2024.

The Committee will review Chile, Guyana, Indonesia, Namibia, Serbia, Somalia, and United Kingdom of Great Britain and Northern Ireland. The dialogue will be public and will be possible to follow in-person and online.

The Committee will also adopt the List of Issues of Mongolia and Viet Nam and the List of Issues Prior to Reporting of Azerbaijan, Djibouti and Mali.

The Committee will also evaluate Finland, ParaguayTunisia, and Uzbekistan under the follow-up procedure to Concluding Observations.

Deadlines for submission of reports

The deadline to submit NGO written contributions (alternative reports) for the States parties under review was 5 February 2024.

The deadline for written contributions for those States reviewed under the Follow-up procedure was 8 December 2023

The deadline for written contributions for the adoption of List of Issues or List of Issues Prior to Reporting States was 8 January 2024

NGO Briefings

There are two kinds of briefings for NGO participation with the Human Rights Committee:

Formal briefings: they are organized by the UN Secretariat and participation will be in-person. To register, an email should be sent to Cherry Balmaceda (cherry.balmaceda@un.org) with copy to the Secretariat’s generic email (ohchr-ccpr@un.org). The deadline to register for the briefings is 16 February 2024. The dates and times for the formal briefings are the following: 

  • Chile, Namibia and Somalia: 4 March from 3pm - 6pm. 
  • Indonesia, UK, Guyana and Serbia: 11 March from 10am -1pm.

Informal briefings: CCPR Centre, in agreement with the Human Rights Committee's Secretariat, organises informal and private NGO briefings. These briefings are open on invitation only and will be hybrid. To register, please fill out this online form. The deadline to register for the informal briefings is also 16 February 2024. The dates and times are the following:

  • Chile: informal on Monday 4th March at 2pm
  • Namibia: informal on Tuesday 5th March at 2pm
  • Somalia: informal on Wednesday 6th March at 2pm
  • Indonesia: informal on Monday 11th March at 9am
  • UK: informal on Monday 11th March at 2pm
  • Guyana: informal on Tuesday 12th March at 2pm
  • Serbia: informal on Wednesday 13th March at 2pm
