According to the Victim or his/her Counsel:

04/2014 The State refuses to conduct an independent and effective investigation into Mr. Moidunov's death, or to provide compensation to him family.  The mandate for the State's Human Rights Coordination Council calls for clarifications. It should include directing payment of compensation, and ensuring that compensation is paid, where required in the Views. The Government should provide a budget line to do so.
