According to the Victim or his/her Counsel:

05/2014 The transitional justice mechanisms referred by the State party are flawed and contribute to ongoing impunity for gross violations of ICCPR. The Commission set up to truth and reconciliation as well as for enforced disappearances among its flaws is that it has the power to grant amnesties for gross violations of human rights and of humanitarian law. It can also foreclose prosecutions which is in direct contradiction with the Committee's recommendations.
