About the Centre

The Centre for Civil and Political Rights (CCPR-Centre) works to promote the participation of NGOs in the work of the Human Rights Committee.

The Centre for Civil and Political Rights (CCPR-Centre) is an independent, non-governmental organisation dedicated to contribute to the implementation of the ICCPR through support to the civil society and through connecting key actors engaged to implement the UN Human Rights Committee recommendations at the national level.

The Centre also aims at ensuring that the work of the Human Rights Committee is fully taken into account in the framework of the Universal Periodic Review (UPR) established by the Human Rights Council.

The Centre targets national and regional NGOs, as well as thematic NGOs whose mandates relate to the ICCPR.

Strategic Plan 2019-2023:

The Board of the Centre has endorsed 5 year strategic framework for the period 2019-2023. This document is also available in French.

It is based on three Strategic objectives:

  • Strategic Objective 1: Strengthen and assist the efforts of civil society for the protection of civil and political rights 
  • Strategic Objective 2: Increase ratification and enhance implementation of ICCPR
  • Strategic Objective 3: Contribute to the strengthening of the HR Committee’s work and thematic focus

Each year the CCPR-Centre runs projects with national NGOs
in between four and seven key countries
to support the NGOs engagement with the Human Rights Committee All these
projects follow the same format, but this can be adjusted to respond to
the specific needs of national NGOs.

The projects have three phases which provide the NGOs with practical and legal support throughout the reporting procedure:
